Which countries can advertise on ChatGPT

The 52 countries with self-service Ads Manager access, why that is a different question from where ads actually appear, and what to do if you are not on the list.

"Is ChatGPT Ads available in my country" is really two questions, and mixing them up is the fastest way to plan a campaign that cannot run.

  1. Can I open an account and buy ads from here? That is advertiser availability, and OpenAI publishes a country list.
  2. Will my ads actually be shown to people? That is the user-side rollout, which is narrower and described far more vaguely.

Here is what is documented for each.


The 52 countries with self-service access#

These countries can sign up at ads.openai.com and buy ads directly, without going through a salesperson.

That is the complete published list as of 30 August 2026. Check the live list before acting on it — the page was updated two days before this was written, and OpenAI says availability "may continue to evolve as testing expands."

What the list does and does not cover#

Every EU member state is present, along with the rest of the EEA — Iceland, Liechtenstein, Norway — plus Switzerland and the United Kingdom. Europe is comprehensively covered.

The Middle East and North Africa are covered patchily but deliberately: Algeria, Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Morocco, Oman, Qatar and Tunisia are all in. Saudi Arabia and the UAE are not, which is a striking omission given they are usually the first two markets a media plan reaches for in the region.

Asia-Pacific is thin: India, Japan, Korea, Australia and New Zealand only. China, Indonesia, Singapore, Malaysia, Thailand, Vietnam, the Philippines, Taiwan and Hong Kong are all absent.

The Americas are thinner still — the United States, Canada, Brazil and Mexico. No Argentina, Chile, Colombia or Peru.

Africa outside the north is not represented at all: no Nigeria, no South Africa, no Kenya.


"Available" has two meanings#

OpenAI splits access into two routes, and the country list only describes one of them.

So a country being absent from the self-service list does not always mean no access — it may mean access exists but runs through a person rather than a signup form. Larger advertisers can approach the OpenAI Ads team directly regardless.

Account creation and self-service access are separate things. You can create an account from anywhere and be notified when your country opens up. Creating one does not grant early access, so an account that exists but cannot spend is expected behaviour rather than a bug.


Where ads actually appear#

This is the part with much less published detail. From OpenAI's own FAQ:

We're beginning this test in the US on February 9, 2026. We're taking a deliberate, phased approach and will expand gradually as we learn from real-world use and feedback.

That is the only dated statement about user-side rollout. There is no published country list for where ads are being shown, only for where advertisers can buy them — and the two are clearly not the same set, since 52 countries can buy while the test itself started in one.

The campaign builder will happily let you target countries beyond the US; its location field searches down to region level and accepts multiple countries. Being able to select a country in the targeting field is not evidence that ads are serving there. If you are outside the US, treat delivery volume as the thing to verify with a small budget rather than something to assume.


Who sees ads, wherever they run#

Even inside an active market, the addressable audience is narrower than the population:

  • Free and Go plans only. Plus, Pro, Business, Enterprise and Edu accounts never see ads.
  • No under-18s, based on account age information and age prediction.
  • Not in Temporary Chats.
  • Not in the ChatGPT Atlas browser during the test.
  • Not near sensitive or regulated content — personal health, mental health, or politics. Political advertising is not accepted at all.

There is also a free ads-free option: Free-plan users can trade ads away for lower message limits. Anyone who takes it is out of your reach too.


The EEA and Switzerland carve-out#

One regional rule worth knowing if you are planning European campaigns:

Personalized ads are not initially available in the European Economic Area (EEA) or Switzerland.

Ads still run in those markets. What changes is the signal available to match them. Elsewhere, with personalisation enabled, matching can draw on past chats, memory and ad interaction history. In the EEA and Switzerland it cannot — which leaves the current conversation, your landing page, your copy and your context hints doing the work.

Practically: your context hints matter more in Europe than they do elsewhere, because there is less else to go on. Write them properly.


If your country is not listed#

  1. Create an account at ads.openai.com anyway. You will be notified when self-service opens, and the account will be ready.
  2. If you are spending at a scale that justifies it, contact the OpenAI Ads team about sales support rather than waiting.
  3. In Europe specifically, ask about agency or technology partners — the partner route is explicitly open in the newer European markets.
  4. Do not buy through a third party who claims to have access on your behalf. Ad accounts have owners and payment methods attached to them, and a borrowed one is a bad place to keep your conversion history.

Meanwhile, the work that transfers regardless of where you can buy is measurement. A pixel that is installed and verified before your market opens means you start with working data instead of spending the first month finding out it never worked.
